ATF’s Advisory Board’s primary purpose is to provide guidance, support, and expertise to ATF in achieving its mission and goals. The advisory board serves in an advisory capacity and does not have legal or fiduciary responsibility for the organization. The board shall provide strategic direction, oversight, and advice on matters such as program development, fundraising, financial management, and public relations. ATF is lucky to have an Advisory Board comprised of people with diverse educational backgrounds, expertise, and experiences relevant to ATF’s mission, committed to the organization’s mission, able to contribute meaningfully to the organization, and willing to fulfill their responsibilities.

Dr. Lilian Kiapi
Director & Co-Founder Chair- Fundraising and Resource Mobilization Committee
Dr. Lilian Kiapi is a medical doctor and public health specialist with over 25 years’ experience leading delivery of programs at the humanitarian development nexus globally. Lilian is passionate about health systems strengthening, non-communicable diseases and mental health and psychosocial concerns, community health systems, maternal, child and newborn health and young people (with a particular interest in education, mental health and inter-generational communication), health policy and strategy formulation. Lilian was born in Dar-es-Salaam Tanzania and raised in Uganda. While growing up, the experiences of economic war Uganda which culminated into the 1979 war shaped Lilian’s views on people, governance, compassion and humanitarianism. Lilian has contributed to the Pulse Education Grant which has provided support for tertiary education for 6 girls in Uganda. Personal interests include reading, writing, traveling, music, learning new things- languages and musical instruments, working on education activities for young people.

Hon. Dr. Elizabeth Madraa

Dr. Elizabeth Madraa has more three than decades experience in Management, Administration, and Community -based prevention of diseases. She formerly worked with Ministry of Health Uganda as Programme Manager, AIDS Control Programme, Head of Nutrition Unit and other roles, more recently as Fortification/Policy Advisor at the USG Strengthening Partnerships, Results and Innovations in Nutrition Globally (SPRING); Dr Madraa has supported development of several HIV/TB and nutrition policies that have successfully been implemented and represented Uganda at several national and international conferences. Dr Madraa led Uganda’s fight against HIV/AIDS for several years and is a an advocate for seeing an end to the HIV/AIDS epidemic in Uganda. Dr. Madraa sits on a number of Boards of the Civil Society Organizations giving key direction on improved management and governance. She is Professionally Affiliated to the Uganda Dental Medical Association, Uganda Women and AIDS in Africa and National Women Council, Uganda

Mr. Kenneth Kiapi

Mr Kenneth Kiapi holds a Bachelor of Laws, Commercial Law degree from Makerere University and a Diploma in Legal Practice from the Law Development Centre, Uganda. He currently works with MMAKS Advocates as a Legal Trainee, bringing skills in commercial litigation, corporate law, contract negotiation, property law, contractual agreements, legal research, and employment litigation among others. He serves as ATF Corporate Secretary, ensuring that the organization complies with the laws and regulations in Uganda.

Dr. Jacinta Adrigwe
Member- Fundraising and Resource Mobilization CommDr. Jacinta Adrigwe is a medical doctor with a diploma in tropical medicine and hygiene, and Masters of Medicine from University of Witwatersrand. Dr Adrigwe is a Specialist Radiologist, and currently serves as a Director at Highveld Radiology, Dosimeter Services (Netcare Unitas Hospital) and Radio-Imaging Africa in South Africa. She was also a Fellow of the College of Diagnostic Radiologists of South Africa in 2017. In the past, she worked as the Registrar in the Department of Diagnostic Radiology in Chris Hani Baragwaneth Academic hospital, where she trained as a specialist radiologist in the University of the Witwatersrand academic circuit. She also served as a Senior Medical Officer and Specialist Radiologist at the same hospital. Between February 2019 and December 2022, she as appointed as an Honorary Lecturer at the Department of Radiology University of the Witwatersrand. Dr Adrigwe is keen to contribute to the mission and vision of ATF, bringing her organizational and technical skills; She acts as ATF Ambassador in South Africa.

Dr. Sandra Kiapi
Co-Founder, Member-Strategy Committee
Dr Sandra Kiapi holds Bachelor of laws from Makerere University, Kampala Uganda and Masters and PhD degrees in Law from Yale University, USA. Sandra works as Director of Finance and Operations, African and African American Studies, University of Standford. Prior to that Sandra worked as Management Analyst for San Mateo County as well as in Sacramento, California, UN Women in Juba, South Sudan and Health Advocacy in Kampala Uganda. Sandra brings to ATF important skills in strategic planning and visioning, networking, advocacy, policy formulation. Sandra has led visioning of ATF’s youth leadership development initiative and is working towards introducing ATF to potential donors and supporters in the USA.

Mr. Anthony Awira
Chair- Strategic Planning Committee
Mr Anthony Awira works as Director of Planning Coordination and Partnerships at the IGAD Secretariat in Djibouti. . In this role, he provides guidance and leadership to IGAD’s Planning Coordination and Partnerships functions; oversight role to strategic planning and implementation processes including Monitoring and Evaluation, and strategic partnership management. Mr. Awira has served various functions and positions of responsibility in international civil service, corporate performance management, strategic planning and management for over 17 years. He has worked for a range of employers, including the Intergovernmental Authority on Development (IGAD) and several international humanitarian Organizations and private sector. He has overseen a wide range of multi-sectoral operational frameworks and fiduciary aspects. His key skills are strategic planning and management, results-based management, management information systems, corporate performance management among others. Mr. Awira holds a Bachelors in Statistics and a Master of Art in Economic Policy and Planning from Makerere University. He is currently pursuing PHD in Management from the Texila American University.

Mr. James Amale
Member- Fundraising and Resource Mobilization Committee
Mr James Amale holds a Bsc in Civil Engineering from Kyambogo University, Kampala and currently works as a Civil Engineer with TotalEnergies Uganda. Prior to that Mr Amale held similar roles with Total Uganda and USAID. Mr Amale has skills in land surveying, infrastructure development, upstream oil and gas development, computer aided design and civil and structural engineering design. Mr Amale is passionate about improving education, health and development outcomes for people in Madi Sub-region and has used his networks to contribute effectively to education outcomes for several years. As a member of ATF’s Advisory Board fundraising and resource mobilization committee Mr Amale brings valuable insight with strategic planning and analytical skills.

Mr. Richard Carls Asobasi
Member- Fundraising and Resource Mobilization Committee
Mr. Richard Carls Asobasi is a dedicated professional with extensive experience in conflict management, livelihoods, mental health and psychosocial support, community services, and Education specializing in child protection and school feeding programs. He is committed to fostering sustainable development and improving the well-being of vulnerable populations. Mr Asobasi holds a Bachelor’s degree in Democracy and Development and a Master’s degree in Development Studies, equipping him with a solid academic foundation and practical skills to address complex social challenges. His key skills are strategic planning, programme/project implementation, Monitoring and Evaluation. Passionate about empowering communities and enhancing educational outcomes, Mr Asobasi strives to create positive, lasting change through innovative and effective program implementation. In-depth knowledge of different donor approaches including EU, BMZ, World Bank, USAID & UNDP.

Mrs. Dolores Mindraa -Tukei

Mrs Dolores Mindraa-Tukei is an Educationist and Humanitarian worker. With a BA (Education) from Makerere University Kampala, and currently pursuing an online Masters in (Human Resource and Administration Management) from Liverpool Moore University -UK. She has taught as a secondary school teacher in Uganda and Ethiopia before joining the humanitarian speace, working as Executive Director for Health, Education, Research and Development Initiative, a humanitarian NGO that focused on promoting health and Education while striving to keep the girl- child in school in Moyo District. Dolores currently works with the International Rescue Committee, an NGO that responds to emergencies around the world, with emphasis on Refugee Response – Taking them from Harm to Home as HR Manager. Dolores is passionate about positively impacting lives for creativity and independence, especially for women, girls and youth. She strives to educate the girl child and the youth in general to acquire knowledge and life-skills, empowering them to be self-reliant. Dolores’ mission and objective are to build up a generation that believes in themselves through education, skills acquisition and implementation of activities that positively impact lives to ensure self -reliance and continuity.
